12 years have passed since the German parliament adopted the "Renewable Energy Sources Act" on the 29th March of 2000 . This law was primarily developed by Hermann Scheer who developed the underlying concepts during the late 1980s and early 1990s. A leaked document from Germany's foreign ministry reportedly reveals the country may be preparing for a new European fund that will be able to take over the economies of struggling eurozone countries. On March 16, 1935, Adolf Hitler announced that he would rearm Germany in violation of the Treaty of Versailles. Hitler revealed that Germany had begun to construct an air force, and unveiled plans to reinstitute conscription and create a German army of more than half a million men. Britain, France, Italy, and the League of Nations all issued statements condemning Hitler's decision, but did little else to penalize Germany. James M. Lindsay, CFR's senior vice president and director of studies, notes that it was only on September 1, 1939, when Germany invaded Poland, that "the rest of Europe confronted, rather than appeased, Hitler." This four-year delay, he argues, points to a basic difficulty in international relations. "Aggressive, expansionist states are most easily stopped early on when they are weak and vulnerable," he says, but "precisely because their capabilities are limited at that point--and their intentions can only be guessed at--it is often hard to persuade other countries to act." Thousands staged demonstrations against the power of banks and for greater democracy in German cities on Saturday, while several thousand Spanish teachers and parents marched in the capital Madrid to protest against austerity measures. In Berlin the second edition of the so-called 'Occupy Berlin' protest against the financial system drew several hundred demonstrators to a march which ended at the Reichstag building, Germany's parliament, on Saturday afternoon. Protesters chanted slogans against banks as they walked past Berlin landmarks such as the Brandenburg Gate. After the massive turnout at anti-bank protests last weekend, Berlin police were out in force this Saturday but no serious incidents were reported. A similar demonstration was held in Frankfurt, where several thousand people protested against the power of the banks and for greater democracy. The demonstration was organised by 'Occupy Frankfurt' and the international pro-democracy, anti-globalisation movement 'attac'. The participants marched from the centre of Frankfurt to the European Central Bank building, and a rally was held in front of the Deutsche Bank building. Meanwhile in Spain, several thousand teachers marched in Madrid under banners reading: "Our hopes for the future were never so gloomy" and "For sale", referring to cuts in public education that they say will lead to fewer teachers being employed. Angel Merkel, the German Chancellor has warned Europe has a long way to go to solve its debt crisis, after Standard and Poor's downgraded the credit ratings of nine European countries. The rating's agency says the Eurozone countries are not as safe a bet for investment as they once were. At least 45000 people in the German city of Koblenz have been ordered to leave their homes for a day after an unexploded bomb was found in the Rhine river. The World War II bomb weighs almost two tonnes and was dropped by a British aircraft in 1944. Experts said they will attempt to defuse it on Sunday. Al Jazeera's Stuart Silvers reports.
